Local Law 11, formally the Facade Inspection and Safety Program, requires every NYC building higher than six storeys to have its facade inspected and a report filed with the Department of Buildings each cycle. Cycle 10 splits those buildings into three filing windows.

The last digit of your tax block decides it. Blocks ending 4, 5, 6 or 9 file in 10A; 0, 7 or 8 in 10B; 1, 2 or 3 in 10C. Owners often assume the deadline is citywide, but two buildings across the street from each other can be a full two years apart.
You do not need to know your tax block. The lookup finds it from your address and shows the deadline, whether a cycle 10 report is on file, and any open violations.
A qualified exterior wall inspector examines the facade and files one of three results with DOB: Safe, SWARMP (safe with a repair and maintenance programme, meaning the work must be done and a follow-up filed), or Unsafe, which requires a sidewalk shed and immediate repair. Filing late or not at all accrues monthly civil penalties on top of the inspection itself.
