Local Law 97 sets carbon emissions caps for most NYC buildings over 25,000 square feet. The caps depend on the building’s size and occupancy group, they tighten sharply in 2030, and exceeding them costs $268 per metric ton of CO₂e per year. Many buildings comfortably under today’s cap are over the 2030 one and do not know it.
The lookup answers for one address: is the building in the covered size range, what does its reported energy use work out to, and is that above or below the caps that apply to it.

Coverage generally means more than 25,000 ft² of gross floor area, with caps set per occupancy group and phased in two periods: 2024 to 2029, then a much stricter 2030 to 2034. A building that does not appear in the LL84 disclosure data has nothing to compare against a cap; the lookup says so plainly instead of guessing.
